
Tuula Papula – A Determined Problem-Solver at the Heart of Permitting
Project Coordinator Tuula Papula joined NEPower in December 2023. She brings solid experience in regulatory matters, coordinating permitting and contract processes, and a drive to get things done efficiently and systematically. Tuula’s role is diverse and dynamic – exactly the kind of environment where her strengths shine.
“The best part of my job is being able to move things forward quickly and build solutions where all the pieces fall into place. That brings a sense of accomplishment,” Tuula explains.
At NEPower, Tuula works particularly with renewable energy projects and is responsible for land lease and easement agreements, construction and placement permitting processes, and collaboration with authorities. Her work also involves communication with landowners, municipalities, and regulatory bodies such as ELY Centres and the Finnish Heritage Agency. “There’s a lot of bureaucracy before you can lay even the first cable,” Tuula laughs.
As a former entrepreneur, Tuula’s working style reflects a strong entrepreneurial mindset: goal-oriented thinking, fast decisions, and initiative are part of her daily routine.
“The most important thing is to get things across the finish line. I’ve learned to trust that courage and determination can take you very far.”

Team spirit is built by doing things together
Tuula sees NEPower’s work culture as highly communal and low-hierarchy.
“We have a shared goal that everyone is working toward. It’s great that you can ask for help from management easily, and the everyday work is flexible and motivating. I genuinely enjoy coming to work every morning.”
The team spirit continues outside of work too: weekly padel sessions, wellness events, and activities like rowing competitions help build a strong sense of community.
A mother of three who embraces challenges
In her free time, Tuula enjoys being with her family, working out at the gym, and spending time with her three children.
Finally, Tuula encourages future project coordinators to approach challenges with an open mind. “Just pick up the phone and ask – you often get answers faster than you’d expect. At NEPower, you’re allowed to grow and take responsibility, exactly as much as you’re ready to carry.”
